Appointment of Chair

At the Annual Meeting, Council resolved that the Labour group should nominate the Chair of the Committee. The Committee is requested to formally appoint the duly nominated Chair.

 

Decision:

That Councillor David Healey be confirmed as the Chairman of the Committee.

 

 

Minutes:

The Education & Youth Overview & Scrutiny Facilitator advised that it had been confirmed at the Annual Meeting of the County Council that the Chair of the Committee should come from the Labour Group.  As Councillor David Healey had been appointed to this role by the Group, the Committee was asked to endorse the decision.

 

Councillor David Healey thanked Councillor Ian Roberts for his work as the previous Chairman of the Committee. 

 

Members were reminded that this was the last meeting of the Committee that Ian Budd, Chief Officer (Education and Youth), would attend prior to taking up a new appointment in Powys County Council.   Councillor Ian Roberts paid tribute to the Chief Officer for his hard work and valuable contribution to the education of children in Flintshire.  The Committee expressed their appreciation and best wishes to Mr. Budd for the future.

 

The Committee also welcomed Claire Homard in her role as Interim Chief Officer (Education and Youth).

 

RESOLVED:

 

That Councillor David Healey be confirmed as the Chairman of the Committee.

 

 

2.

Appointment of Vice-Chair

To appoint a Vice-Chair for the Committee.

Decision:

That David Hytch be appointed Vice-Chair of the Committee.

 

Minutes:

Councillor Andy Dunbobbin nominated David Hytch as Vice-Chair of the Committee and this was duly seconded.

 

On being put to the vote David Hytch was appointed Vice-Chair of the Committee.

 

RESOLVED:

 

That David Hytch be appointed Vice-Chair of the Committee.

 

3.

Declarations of Interest (Including Whipping Declarations)

Purpose: To receive any Declarations and advise Members accordingly.

Minutes:

There were no declarations of interest.

The minutes of the meeting held on 16 March 2017 were submitted.

 

Accuracy

 

Minute 60, page 6, David Hytch advised that the word ‘attendance’ in the third paragraph should read ‘absence’.

 

RESOLVED:

 

That subject to the above amendment, the minutes be approved as a correct record and signed by the Chairman.
