Decisions

To consider granting Freedom of the County of Flintshire to Lord Barry Jones in recognition of his distinguished Parliamentary career.

(a)       That the Council confers upon Lord Barry Jones, the Freedom of the County of Flintshire under Section 249 of the Local Government Act 1972 in recognition of his 52 years public service as a parliamentarian and his ongoing service and dedication to the local communities that make up Flintshire; and

(b)       That the Council Chamber be renamed “The Lord Barry Jones Council Chamber”.

That the Forward Work Programme, as amended, be accepted.

The Chair advised that dates previously arranged for February would be rescheduled and Members advised accordingly.

(a)       That the Council should not purchase carbon removal offsets while carbon reduction and sequestration opportunities exist, irrespective of the 2030 net zero carbon target; and

(b)       Only when all carbon reduction opportunities have been exhausted, or are not viable, should the Council consider the purchase of removal offsets to become net zero carbon. In such a case, the Council should prioritise offset projects that are local and meet robust standards/backed by UK Government.

That the Committee notes the information on contingency planning for extreme heat with North Wales Councils’ Regional Emergency Planning Service.

To review and comment on the budget pressures and cost reductions under the remit of the Committee.

(a)      That the Social Services portfolio’s cost pressures be noted;

(b)      That the Social Services portfolio’s options to reduce budgets be noted; and

(c)       That the Committee advise that no areas of cost efficiency had been identified at this stage.

(a)      That the Forward Work Programme be approved;

(b)      That the Facilitator, in consultation with the Chair of the Committee be authorised to vary the Forward Work Programme between meetings, as the need arises; and

(c)       That the Committee notes the progress made in completing the outstanding actions.

(a)         That Members note the complexity, breadth and depth of the work that is required to be undertaken by the Regional Partnership Board; and

(b)         That Members note the progress undertaken in 2022/23 on the work areas being taken forward through the North Wales Regional Partnership Board.
