Decisions

(a)       That the Committee note the challenges faced within mental health services and the impact Covid-19 was having on the mental health of the local population; and

(b)       That the Committee note the current provision in place to support their local constituents’ needs.

That the Committee notes the progress made at Arosfa, and support the opportunity to provide additional flexible support for up to five children and their families, at any one time, with the aim of keeping families together and close to home.

To consider the Forward Work Programme of the Social & Health Care Overview & Scrutiny Committee and to inform the Committee of progress against actions from previous meetings.

(b)       That the final Annual Report be considered by the Committee at its  meeting on 1^st July, 2021.

That the Committee notes the refurbishment that has been achieved and supports progress to the next phase of service modelling and the opening of the provision, once the appropriate regulatory conditions have been met.

That the latest updated risk register and risk mitigation actions within the Social Services portfolio which were appended to the report be noted.

(a)       That the Committee notes the progress made to develop a Dementia Strategy for Flintshire in collaboration with Health and Social Care providers, to meet the Council Plan objectives; and

(b)       That the further development and implementation of a detailed strategy and action plan to support people living with dementia in Flintshire and their families and carers, in alignment with the North Wales Regional Dementia Strategy that was published in 2020, be supported.

(a)       That the Committee notes the implementation of constellation one and two and that number three is set for Autumn 2021; and

(b)       That the effectiveness of the model in terms of a social and cost benefit analysis be noted.

That agenda item number 7.2 – (052236) – Outline application for residential development and associated works at Atlas Yard, Corwen Road, Pontybodkin, be deferred.

That the item be deferred on the basis that the agent submits the required information within 3 weeks (by 15 June 2021).  If the information is not submitted or remains unsatisfactory then the item can be reported to the next available meeting of the Planning Committee.

(b)  The Committee approved the changes to the Inter-Authority Agreement (IAA) to allow for the inclusion of a Scheme Member Representative on the JGC, subject to agreement of the proposed changes to the IAA wording by the Head of Clwyd Pension Fund and requesting the Chairman to raise the wish for a Pension Board led appointment process at the next JGC.

The Committee noted the estimated funding position for the Fund along with the progress made on the various elements of the Risk Management Framework.

The Committee noted the performance of the Fund over periods to the end of December 2020 along with the Economic and Market update.

The minutes of the meeting of the Committee held on 7 October 2020 were agreed.

(a)       The Committee noted and discussed the presentation from the WPP Operator and Investment Manager.

(b)       The Committee ratified the decision to invest in the Wales Pension Partnership Emerging Market Equity Fund.

(c)       The Committee agreed that the assets should be transitioned and delegate the specific timing to the Clwyd Fund officers on the OWG.

(d)       The Committee noted the WPP Annual Report.

That the press and public be excluded from the meeting as the following item was considered to be exempt by virtue of paragraph 14 of Part 4 of Schedule 12A of the Local Government Act 1972 (as amended).

To provide an update on the impact the emergency situation has had on the Business Plan for NEWydd Cleaning and Catering Services.

(a)       That the changes made to the Business Plan and Strategic Objectives of the business, which had been severely impacted by the pandemic, be noted; and

(b)       That the Committee support the business through its recovery phase and onwards towards the plans for growth in future years, and note the achievements of NEWydd during a difficult year.
