Explanation of Reasons

• By Virtue of Paragraph 12

  Information relating to a particular individual.

  Condition:

  Information which -

  • (a) falls within any of paragraphs 12 to 15, 17 and 18 above; and
  • (b) is not prevented from being exempt by virtue of the ‘qualifications’ above,

  is exempt information if and so long, as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Reason restricted justification

The report contains information that would identify a living individual and the public interest in withholding the information outweighs the public interest in disclosing it.
