Welsh Government issued a consultation
document on 15th May 2014 identifying options to end the HRAS
subsidy system by voluntary agreement. This paper describes the
content of the document, implications of the various options for
Flintshire and seeks support for Flintshire’s response
submitted on 10th July 2014.
