The report seeks approval of the proposals for implementing the Housing Revenue Account (HRA) Rent Policy in 2015/16.

The report also seeks approval for a phased implementation of service charges over three years starting in 2016/17, and agreement to begin a consultation process with tenants, leaseholders and other stakeholders on the proposals.
