This report is being presented to the Environment & Economy Scrutiny Committee following a recommendation of the Recovery Committee meeting held in November 2021, which highlighted two new red risks that public bus services (commercial and subsidised) were becoming financially unsustainable due to reduced passenger numbers and transport operating costs were increasing while the number of available transport operators to provide services was reducing.
